党的十八大吹响了“2020年全面建成小康社会”的号角。这不仅是科学发展观的具体体现,也是以人为本、统筹发展的内在要求。湖北省武汉市财政部门深入学习贯彻党的十八大精神,就是要高举中国特色社会主义伟大旗帜,充分发挥财政职能作用,推进武汉在全面建成小康社会的征程中走在全国前列。回顾十六大以来的十年,武汉财政部门始终坚持科学理财、为民服务的理念,在抓收入、惠民生、推改革等方面取得了十分可喜的成绩。十年来,财政收入持续快速增长。预计2012年全口径财政收入将突破2000亿元,是2002年的10倍,年均增长24.9%;地方公共财政预算收入将突破800亿元,是2002年的11倍,年均增长24.4%。税收收入占公共财政收入的比重保持在80%以上。十年来,财政投入侧重惠及民生。预计2012年
