实现财政收支平衡,是当前财政工作最紧迫的任务,而要完成这一任务就必须加强自身调节,在主观和客观上创造实现平衡的条件.为此,我们要做的工作,除了在理论上要统一认识,端正指导思想,坚持平衡财政理论,并正确认识经济体制转换时期的财政功能,为适当提高财政集中度和平衡预算的编制提供理论指导外,应具体做好以下几方面的工作.
