经济改革使图书馆面临新的挑战。有难得的机遇,也有困扰图书馆发展的诸多问题,如分配不公、队伍不稳、经费短缺等问题,已使图书馆出现举步艰难的局面。尤其是经费不足,愈来愈严重地影响图书馆的藏书建设和事业发展。我们认为愈是在这种复杂的情况下,愈应该保持清醒的头脑,不忘图书馆工作的宗旨,坚定信念,自强不息,以对事业的高度责任感,搞好图书馆的业务基础建设和读者服务工作。图书馆工作有很强的连续性,一旦走了弯路,再回过头来弥补就很困难。为此,我们在千方百计争取增加经费,拓宽书刊来源的同时,努力在现有的条件下,挖掘潜力,加强图书馆自身的工作,搞好基础建设,迎接教育事业发展新高潮的到来。1.调整藏书布局。由传统的“外借型”向“内阅型”过渡。当前,图书复本率的下降和孤本书的增加是各高校的普遍现象,也是造成拒借率居高不下的根本原因。因此,依靠基本书库外借的模式已不适应这一趋势的需要,应该增加阅览室,提高开架率,扩大图书和读者直接见面的机会,以内阅为主,外借为辅,充分发挥现有书刊的作用,提高利用率。2.整顿全校图书资料机构。我校除了图书馆以外,许多部、系,甚至研究室、教研室都设资料室,有的资料室只隔一个门,文献也不能共享,各自为政。书刊重复购置严重。这些传统的“小而全”的机构和当今的图书馆发展格格不入,尤其是作为一般院校更是一种浪费。

At present, the decline of the rate of book copy and the increase of the lonely book are common phenomena in all colleges and universities and also the fundamental reason for the high rejection rate.
