自20世纪90年代以来,温州的公安信息化建设从无到有、从无序到规范,经历了10多年的时间。研究温州公安信息应用趋势,主要呈现“七大转变”:一是单一的查询应用向复合型查询、综合研判应用转变;二是单类业务的工作流应用向跨业务的工作流转变;三是逃犯比对应用向控制人员活动轨迹的比对应用转变;四是面向系统的信息应用向面向用户的智能化信息应用转变;五是统计型分析决策向智能推理型辅助决策转变;六是公安专属信息服务向社会化信息服务转变;七是增值应用种类由单一型向多样型转变。对此,一要实行“一把手+CIO”工程;二要集中数据;三要统一标准;四要关联应用;五要流程再造;六要规范开发。
