说起去年政府部门的事，最大的一件莫过于省级行政机关机构改革。这场从中央到地方的行政“大裁军”触及到方方面面的利益，引起老百姓的普遍关注。同时，也为改革后的机构从依法行政、职能划分、作风调整等诸多方面提出挑战：面临新世纪，如何使政府工作适应新形势，有个新开端 ?省水利厅党组高屋建瓴，审时度势，将厅机关机构改革后如何规范及高效运转提到议事日程。 2月 5日到 20日，一个历时半月的“水利厅机关转换职能，改进作风大讨论”在机关开展起来。“本期视点”编发了彭谦厅长在活动期间讲到的一些重要观点，并将一些发言交流的言论荟萃刊发。
Speaking of last year’s government departments, one of the biggest than the provincial administrative agencies and institutions. The “big disarmament” administration from the central government to local areas touched all aspects of interests and aroused widespread public concern. At the same time, it also poses a challenge for the reformed institutions from administration of law, division of functions and readjustment of work style. In the new century, how to adapt government work to the new situation has a new beginning. How to standardize and operate efficiently after the reform of the organs and agencies refers to the agenda. From February 5 to February 20, a half-month discussion on “changing the functions of the department of water conservancy offices and improving the style of work” took place in the organs. In this issue, some key points raised by Director Peng Qian during the event were compiled and some of the speeches exchanged were rehearsed.
