腐败是全球性问题。在我国,腐败现象已达到触目惊心、令人发指的地步,成为妨碍经济发展、威胁政治稳定的公害。就目前来讲,我国产生腐败的原因有:新旧体制转轨出现制度上的漏洞;权力缺乏有效制约和监督:执法实践存在严重问题。为了减少或消除腐败现象,就必须加强权力对权力的制约,而这又要靠制度、机制和有关人员的素质来加以保证。
Corruption is a global problem. In our country, the phenomenon of corruption has reached alarming proportions, making it a heinous point and a public nuisance that hinders economic development and threatens political stability. For now, the reasons for corruption in our country include: institutional loopholes in the transition of old and new systems; lack of effective power control and supervision: serious problems exist in law enforcement practice. In order to reduce or eliminate the phenomenon of corruption, it is imperative to strengthen the restriction of power over power, which in turn must be ensured by the system, the mechanism and the quality of the personnel concerned.
