The 14th National Congress of the Party takes the establishment of a socialist market economic system as the goal of China’s economic restructuring so that China’s reform and opening up and economic construction have entered a new historic turning point. In the new situation, the file department is the same as the other departments: confusion and hope are the same, and both opportunities and challenges coexist. How to adapt to the needs of the reform of the economic system, stabilize the contingent of cadres of files and keep on making progress is an important issue before us.
