山西省第一届人民代表大会第五次会议,听取了代理省长卫恒所作的“关于开展增产节约运动,完成和超额完成第一个五年计划的报告”一致表示同意;并且责成省人民委员会依照这个报告的精神,领导和督促所属各级地方国家机关以及所有的企业、事业单位,在保证完成1957年的国家计划的基础上,自下而上地制订出1957年全年的增产节约和精简机构的实施方案。必须指出,过去几年的经验证明:增加生产,厉行节约,是建设社会主义所必须坚持的基本方针。今年以来,我们国内的主要矛盾,无产阶级同资产阶级之间的矛盾,已经基本上解决了。现在,我们国内的主要矛盾已经是人民对于先进的工业国的要求同落后的农业国的状况之间的矛盾,已经是人民对于经济、文化迅速发展的需要同当前经济、文化不能满足人民需要状况之间的矛盾。为了正确地解决这种新的主要的矛盾,动员所有国家机关、国家工作人员和全体人民响应毛主席的勤俭建国的号召,坚持不懈地开展增产节约运动,就有着特别重大的意义。1957年是第一个五年计划的最后一
