工业企业实行承包经营责任制在我国企业管理体制改革中已经占据了十分重要的地位。它对完善企业经营机制,增强企业活力和后劲,促进国民经济发展的作用,已是有目共赌的。现在,第一轮的承包经营责任制已经基本结束。中央明确指出,在没有新的经营方式出台以前,企业仍然实行承包经营责任制。这就要求我们认真总结实行第一轮承包经营责任制以以来的经验与不足,使承包经营责任制得以进一步完善。
The implementation of contract responsibility system for industrial enterprises has occupied a very important position in the reform of China’s enterprise management system. It has made it a goal to improve the operational mechanism of enterprises, enhance their vitality and stamina, and promote the role of national economic development. Now, the first round of contract responsibility has basically ended. The Central Government clearly pointed out that before the introduction of a new business model, enterprises still implement a contract responsibility system. This requires us to conscientiously summarize the experience and deficiencies in the implementation of the first round of contract responsibility system and to further improve the contract responsibility system.
