党的基层组织是保证党和政府的各项方针政策贯彻落实、政令畅达的战斗堡垒,是党和群众血肉相连的纽带和桥梁。“建设物质文明关键在党,建设精神文明关键也在党。”江泽民总书记的指示,既指明了党在新的历史时期的光荣任务和历史使命,也为新时期党的基层组织建设指明了方向。 我国是一个有8亿农民的农业大国,农村、农民、农业,是我们的立国之本,是我党工作中的头等大事。这一头等大事能否搞好,关键在于农村的基层党组织能否充分发挥其先锋模范和战斗堡垒作用。总体说来,我国农村的基层党组织建设是好的,是有号召力和战斗力的,但是,在一些地方,农村党支部出现了软弱涣散甚至瘫痪的状况。对此,党的十四届四中全会提出,要用三年的时间把农村软弱涣散和瘫痪状态党支部整顿好、建设好。认真贯彻落实党中央的决定,全国各地积极行动起来,根据具体情况,各地正在有重点、有部署、有步骤地强化农村基层党支部建设。 各地的情况表明,一些农村基层党支部的软弱涣散和瘫痪状态,严重地妨碍着党支部按照党的路线、方针、政策领导农民摆脱贫困。把一批有文化、懂经济、政治过硬的优秀党员选拔进党支部,调动他们的积极性,鼓励他们以治穷为突破口,动脑筋、想办法,带领群众把经济搞上去,改变贫穷落后的面貌,就能形成农村党支
