2001年布什政府成立后,推行了一系列旨在促进学生学业进步和成绩提高的法案和政策措施,从近几年公布的统计数据来看,已经取得了初步成效。以提高学生成绩为中心的配套政策措施中,在职教师的专业发展与培训问题格外受到关注,如何从联邦、州和地方层面来加强教师的专业发展,造就“高质量教师”是美国各地普遍关注的课题。
After the establishment of the Bush administration in 2001, a series of bills and policy measures aimed at promoting academic progress and achievements have been implemented. According to statistics released in recent years, initial results have been achieved. Among the supporting policies and measures centered on improving students’ performance, the professional development and training of on-service teachers are of particular concern. How to strengthen the professional development of teachers from the federal, state and local levels is the key to creating “high-quality teachers” across the United States Common concerns.
