党的十八届四中全会通过的《中共中央关于全面推进依法治国若干重大问题的决定》提出,坚持把领导干部带头学法、模范守法作为树立法治意识的关键,完善国家工作人员学法用法制度。习近平总书记也反复强调,各级领导干部要对法律怀有敬畏之心,不断提高运用法治思维和法治方式深化改革、推动发展、维护稳定的能力。这些要求对做好保密工作具有极其重要的指导意义,各级领导干部都要带头学法、守法、用法,做践行保密法律法规的表率。
The “Decision of the CPC Central Committee and the Central Committee of the Communist Party of China on Some Important Issues in Ruling the Country by Law” passed by the Fourth Plenary Session of the 18th CPC Central Committee puts forward the following suggestions: Leading cadres should take the lead in learning laws and abide by the law as the key to establishing the awareness of the rule of law, and improve the usage of learning law for state workers system. General Secretary Xi Jinping has also repeatedly emphasized that leading cadres at all levels should have awe of the law and constantly improve the ability to use the rule of law and the rule of law to deepen reform, promote development, and maintain stability. These requirements are extremely important guidance for doing a good job of secrecy work. Leading cadres at all levels should take the lead in studying laws, abiding by the law and using them, and set a good example for practicing laws and regulations on the secrecy.
