水稻是一种品质优良、经济价值高的粮食作物。种植水稻又能改良,利用洼涝盐碱地和使一般农田高产稳产。所以,扩大水稻的种植面积是广大干部群众的愿望。可是,由于水源有限和受年雨量多少的限制,不但稻田面积不能扩大,遇干旱年,就连已有的稻田也受到威协。群众一般还不愿意把水田改为旱田,在土壤粘重的稻田上,“水改旱减一半”。至此,我们认为,适当增加一部份水稻旱种面积,
