福州市政府以市长办公会议纪要批准建设的福州市电力线路缆化土建工程BT项目,要求引进有实力的中央企业投资建设。表面上是由一家央企联合另外三家央企中标,实际却是由一名当地包工头负责的四川华蓥市南方送变电工程有限公司福州分公司转包后,再分拆转包给另外三家施工单位,并明确要求提取工程款的46%作为转包费用。此外,实际施工单位不仅要负责所有税费,而且还要额外分摊包工头亲戚在工地的各种费用,导致施工单位用于实际工程建设的工程款不足50%,工程质量令人担忧。
Fuzhou Municipal Government approved the construction of the Fuzhou Power Line Cable Civil Engineering BT Project with the minutes of the mayor’s office meeting, calling for the introduction of a capable central government enterprise for investment and construction.
