Human society has entered the information society. The networking of information has exerted unprecedented influence on all aspects of politics, economy, military affairs, science and technology, culture and society in the world. In our country, the party and the government attach great importance to the opportunities and challenges brought about by the information networkization. In the adopted “10th Five-Year Plan for National Economic and Social Development,” we have put forth the idea of “accelerating the development of the information industry and promoting informatization” development plan. In order to implement the 16-word development principle of “positive development, strengthening management, prospering the benefits and eliminating disadvantages for ourselves,” put forward by General Secretary Jiang, China has taken the initiative in the development of the global information network
