一、引言2005年11月,根据国际民航发展趋势、我国国家创新体系建设和民航行业发展阶段的需要,民航总局领导提出用全新的理念和方法建设中国“新一代民航运输系统”。这一目标的实现将意味着行业将经历全面的、深刻的技术变革,我国航空运输的增长方式也将从规模扩张的外延式增长发展为以技术创新为主的外延和内涵增长并举的增长方式。作为国民经济的基础性行业,民航的高投入、高风险特点突出,要在迅速扩张中同时做好系统升级,实现行业平稳发展,就必须深入研究在“新一代民航运输系统”建设中政府如何发挥监管、引导、激励的职能,如何发挥宏观导向和调控作用,以及如何在提供组织保障、法律保障、资金保障方面更好地发挥作用。这些问题的研究在顺利实现“新一代民航运输系统”过程中将发挥重要战略作用。
I. Introduction In November 2005, in accordance with the development trend of international civil aviation, the construction of China’s national innovation system and the development stage of the civil aviation industry, the leadership of Civil Aviation Administration proposed to construct “a new generation of civil aviation transportation system” with entirely new concepts and methods. The realization of this goal will mean that the industry will undergo comprehensive and profound technological changes. The growth mode of China’s air transport will also be expanded from the epitaxial growth of scale expansion to the growth mode of extension of both technological innovation and connotation growth . As a basic industry of the national economy, civil aviation has prominent characteristics of high input and high risk. To rapidly upgrade its systems while upgrading its economy and achieve a smooth development of the industry, it is necessary to conduct an in-depth study on how the government should act in the construction of “a new generation of civil aviation transportation systems” How to give play to the functions of supervision, guidance and encouragement, how to give play to the macro-oriented and regulatory role and how to play a better role in providing organizational guarantee, legal guarantee and financial security. The research on these issues will play an important strategic role in the smooth realization of “a new generation of civil aviation transportation system.”
