我军房改方案的正式出台与实施,标志着以无偿分配为核心的旧的分房制度的结束。这次改革主要是以“提租补贴”为主要手段的。那么,“提租补贴”的主要理论依据是什么呢?本文认为,“提租补贴”的主要理论依据来自二次分配论。一、二次分配论的主要观点长期以来,我军住宅制度的弊端突出表现在对住房的无偿分配和实物分配,并把它作为社会主义优越性加以肯定。今天看来,显然是不妥的。而要使我军住宅变无偿分配为有偿分配、变实物分配为货币分配,逐步实现其价值,其中必须改变目前军人工资偏低的状况。军队之所以实行低房租制是与军人的低
The official promulgation and implementation of the housing reform plan of our armed forces marked the end of the old housing distribution system with the core of free distribution.
