针对目前我国社会事业供给与消费总体上处于市场末端,以及在建立和发展市场经济的过程中出现或显现出来的造成有效需求不足的体制上的种种原因,要求我们必须从基本国情出发,实现体制创新熏在努力为商品价值规律发挥作用创造必要的外部条件的同时,充分发挥社会价值规律的自觉性优势,致力于弥补和修正商品价值规律的自发性缺陷,解决好社会事业内部的结构效益问题,加大对相关产业中弱势部分的扶持力度,优先保障基本公共消费需求熏满足多层次的消费需求熏特别是农村消费需求。
