招商引资已成为各地方政府加快发展的共识。特别是税费改革以来,基层政府出于自身考虑,于是各种放宽限制的“招商引资”政策纷纷出台,这些政策究竟给实施的基层带来了什么?是否如地方官员的预期给当地群众带来了收益?学术界关于招商引资政策的分析已经不少,但该文的独到之处在于,不但要分析政府的作用。还将采取国家——社会的分析范式探讨这一政策的社会基础,即社会资本,分析群众在其中的行为原因及后果。
