随着政府采购制度改革的深化,专家库在政府采购活动中的基础性地位和关键性作用越发凸显。建立健全政府采购专家库已经成为全国各级财政部门推进政府采购科学发展的必然选择。然而,由于我国政府采购起步较晚,一些基础性工作相对滞后,专家库建设长期以来被规模小、专业少等难题所困扰,专家使用频率“超标”和专业“偏离”问题屡见不鲜。个别项目专家评审活动的合法性、公正性和科学性受到质疑,这在一定程度上制约了政府采购科学发展。党的十七大以来,大连市财政局以科学发展观为指导,采取五项措施破解了这一长期困扰政府采购科学发展的难题。对此,本文作者作了专项调研,并形成报告,供读者参考。
With the deepening of the reform of the government procurement system, the basic position and key role of the expert library in government procurement activities have become increasingly prominent. Establishing and perfecting a government procurement expert database has become an inevitable choice for the financial departments at all levels in promoting the scientific development of government procurement at all levels in the country. However, due to the late start of government procurement in our country, some basic jobs are lagging behind. The construction of expert libraries has long been plagued by small-scale and less-specialized problems. Frequently, the use frequency of experts and professional deviations . The legitimacy, impartiality and scientificity of individual project expert evaluation activities have been questioned, which to a certain extent restricted the scientific development of government procurement. Since the 17th CPC National Congress, Dalian Municipal Bureau of Finance has guided by the scientific concept of development and adopted five measures to solve this long-standing problem that plagued the scientific development of government procurement. In this regard, the author of this article made a special survey, and the formation of a report for readers reference.
