党的十八大报告指出,依法治国是党领导人民治理国家的基本方略,法治是治国理政的基本方式,要更加注重发挥法治在国家治理和社会管理中的重要作用,全面推进依法治国,加快建设社会主义法治国家。在信访工作领域,加强信访工作法治建设,推进信访工作制度化、规范化、法制化,进而使信访工作者运用法治思维,依据有关信访法律开展信访工作,是贯彻党和国家依法治国基本方略,深刻领会贯彻落实党的十八大报告精神的必然要求,是加强和改进信访工作的重要举措。本文就信访立法的必要性和可行性及目前需要解决的主要问题进行了详细分析。
