现在长江以南各河流已进入汛期,其他地区河流的汛期亦即将到来。为了保证今年农业的增产及保证人民生活、工矿、交通的安全,今年的防汛工作,除继续执行一九五一年中央人民政府政务院「关于加强防汛工作的指示」和历年防汛指示的精神以外,兹特提出下列几点,希各地根据具体情况研究执行:一、提高警惕,严防麻痺大意。三年以来,我们对全国河流已经进行了初步的治理,今年又继续进行了许多工作。这些都将给今年的防汎工作提供有利的条件;但是必须指出;消除我国水患的斗争是一个长期的、复杂的、艰巨的任务,内涝的灾害,尤非短朗所能完全解除。因此,我们对过去的成绩不能做过高的估价,对今年的防汎工作,不能有任何盲目乐观疏忽大意的思想。必须认识,三年来全国水灾的逐渐减
