2005年3月16日,中国央行在其官方网站上发布公告,宣布取消住房贷款优惠利率,并提高个人住房贷款最低首付款比例,由现行的20%提高到30%。央行的通告虽然基本上都是技术性语言,但开宗明义的第一句话却是“为促进房地产业健康、持续发展,中国人民银行决定……”。这让早已经草木皆兵的中国房地产业觉察到了某种不祥之兆。人们意识到,中央政府对房地产行业的忧虑已经升级,后面可能还会有一系列更加强硬的调控措施出台。第二天,沪、深股市的房地产指数全面暴跌。
On March 16, 2005, the People's Bank of China issued a public notice on its official website announcing that it would lift the preferential interest rate on home loans and raise the minimum down payment for individual housing loans from the current 20% to 30%. Although the announcements of the central bank are basically technical languages, the first sentence of their interpretation is “the People's Bank of China decided ... to promote the healthy and sustainable development of the real estate industry.” This makes the already rudimentary Chinese real estate industry aware of some ominous signs. People are aware that the central government's concerns about the real estate industry have escalated. There may be a series of tougher regulatory measures to follow. The next day, Shanghai and Shenzhen stock market real estate index plummeted.
