早在90年代初,欧盟就曾指出,欧洲内部市场的实现、东欧国家政治上的转轨和经济危机,正在使欧洲已经取得的环保成果发生动摇。 专家们认为,欧洲在环保政策方面存在着步入错误轨道的危险。为了维护环保成果,欧盟执委会于1993年修订了在1987年制订的欧洲环保政策,并陆续推出了200多项环保条例。1994年以后,欧盟再次修订某些环保条例,重点是推出更严格的法规,提高环保标准,最终目标是为推行“零污染”经济计划扫除障碍。
As early as the early 1990s, the EU once pointed out that the realization of the European internal market, the political transitions and the economic crisis in Eastern European countries are destabilizing the environmental achievements that Europe has already made. Experts believe that Europe is in danger of getting into the wrong track in environmental protection policies. In order to safeguard the environmental protection achievements, the European Commission revised the European environmental protection policy formulated in 1987 in 1993, and successively introduced more than 200 environmental regulations. After 1994, the EU once again amended certain environmental regulations. The emphasis was on introducing more stringent laws and regulations to raise environmental standards. The ultimate goal was to remove obstacles to the implementation of a “zero-pollution” economic plan.
