产、批、零之间矛盾的焦点在于国营批发环节。各地国营批发企业为摆脱困境,采取了各种措施。这些措施中包含有一些合理的部分,但在现有体制下,只能使矛盾得到局部的一定程度的缓和。要根本解决产批零之间的矛盾,不能仅限于流通领域,而必须从生产、流通、消费三环节综合治理。调整和优化产业结构和产品结构,是解决矛盾的前提,进一步整治和改革现行流通体制是解决矛盾的中心环节;逐步增加消费,是根本消除矛盾的基础。
The focus of the contradiction between production, approval and zero is on the state-run wholesale link. Local state-owned wholesale companies have taken various measures to get rid of the difficulties. There are some reasonable parts in these measures, but under the current system, the contradictions can only be partially alleviated. To fundamentally solve the contradiction between the production and the batch and zero, it can not be limited to circulation, but must be comprehensively managed from the three links of production, circulation, and consumption. Adjusting and optimizing the industrial structure and product structure are prerequisites for resolving contradictions. Further rectifying and reforming the current circulation system is the central link in resolving contradictions; gradually increasing consumption is the basis for eliminating contradictions at all.
