被国务院列为职工医疗保障制度改革扩大试点城市之一的厦门市,首创利用商业保险为职工医疗保险实行再保险,使职工、企业以较少的投入获得较高的保障,走出职工医疗保险的新路子,形成以社会保险为主,商业保险为补充的符合国情的新保险机制。
