In late September 2001, my delegation led by Vice-president Yang Bai-ling went to Shenzhen to conduct a three-day inspection of several high-tech enterprises. Before that, I also went to visit Dalian and Suzhou. I was impressed with the thriving development of hi-tech parks and the strong demand for high-tech research results. During the visit, I always wondered: Is the academy only a horizontal link with the enterprises in the hi-tech parks in other parts of the world? The Academy of Sciences is determined to be a national scientific team and must consider the national interests and the major needs of the country. Then what are the national interests and the interests of the enterprises? What is the relationship?
