淄博市企业再就业服务中心最早是在1995年以“企业内部劳务市场”的形式出现的,当时部分企业在改革过程中,为解决富余人员问题,建立了企业内部劳务市场,对富余人员实行进入劳务市场,发放基本生活费,组织培训,再竞争上岗的办法。1998年初,部分企业成立再就业服务中心。1998年7、8、9三个月,按照中央、省要求,淄博市企业再就业服务中心迅速建立。到1999年底,共建立企业再就业服务中心481个,实有下岗职工15871人,进中心14365人,进中心率90.5%。一年多的实践证明,企业再就业服务中心发挥了积极作用:保障了下岗职工基本生活,促进了下岗职工再就业,维护了社会稳定。最近,淄博市对15个市属企业再就业服务中心运作情况进行了调研,组织了3031名下岗职工的问卷调查和座谈。存在的问题及原因
