1 卫生监督职业道德的双重属性 卫生监督职业道德具有双重属性。卫生监督是国家管理社会卫生实行的一种制度。在本质上属于卫生行政与司法方面属性,从这个意义上讲卫生监督职业道德应按依法行政的原则来规范。另一方面,卫生监督为预防医学科学的一个重要组成部分。卫生标准、卫生制度、规章及卫生法律法规都把预防医学科学作为自然科学依据。因此,卫生监督职业道德必将受到预防医学道德伦理的制约。
1 Dual Attributes of Hygiene Supervision Professional Ethics Hygiene supervision ethics has a dual nature. Health supervision is a system implemented by the State in the management of social health. In essence, it belongs to the attributes of health administration and justice. In this sense, the professional ethics of health supervision should be regulated according to the principle of legal administration. On the other hand, health supervision is an important part of preventive medicine science. Health standards, health systems, regulations, and health laws and regulations all use preventive medicine science as the basis of natural science. Therefore, the professional ethics of health supervision must be restricted by the ethics of preventive medicine.
