森林永续经营利用(通常也称森林永续作业)的概念,在我国社会主义制度下,应理解为:在国民经济有计划按比例发展的规律指导下,基于社会主义扩大再生产的原则,林木培育(包括森林更新与抚育)和森林利用(包括直接利用木材和间接利用有益效能)在时间、空间和量、质上的永续。林木培育的永续是森林永续利用的基础和前提。监于林业是以生产木材为主的国民经济部门,可以把森林永续经营利用的狭义概念理解为木材生产的永续,并一般以此做为森林永续作业的研究对象是合乎科学逻辑的。本文亦仅此作为自已的研究对象来探讨这个问题。
Under the socialist system of our country, the concept of sustainable forest management and utilization (often referred to as forest continual operation) should be interpreted as follows. Under the principle of planned and proportionate development of the national economy, based on the principle of expanding reproduction by socialism, Cultivation (including forest renewal and tending) and the sustainable use of forests (including the direct use of timber and indirect utilization of beneficial effects) in time, space and quantity and quality. Sustainable forest cultivation is the basis and premise of sustainable forest use. Given that the forestry is a national economic sector dominated by timber production, the narrow concept of sustainable forest management can be understood as the sustainable development of timber production and it is generally scientific and logical to study the perpetual forest operations . This article also only as its own research object to explore this issue.
