最近,国务院授权财政部以(91)财文字第19号文,对黑龙江省人民政府《关于制止和纠正擅自统一着装有关问题的请示》作出如下批复: 一、交通部门的养路费征收及路政管理人员着装,未经国务院正式批准,属于清理整顿的范围。二、各级政法委员会属于各级党委的工作部门,其工作人员不属于公安等部门的着装范围。三、物价和城建管理人员着装未经国务院批准,属于清理整顿的范围。四、根据《国务院办公厅关于整顿统一着装的通知》规定,“批准统一着装的权限集中在国务院,各部门和地方各级人民政府都无权批准。”凡未经国务院正式批准,擅自统一着装的,都应进行清理。
