“社会发展与青少年”国际学术研讨会的主题十分鲜明,切中当今中国社会主义市场经济条件下青少年的问题。笔者认为,在研究青少年违法犯罪这个重大课题中,对于近几年出现的青少年参与偷渡问题,尽管是局部地区的问题,但不能不引起法学界的关注。自八十年代后期至今,福建省福州地区的一部分沿海乡镇,逐渐出现了偷渡往美国、日本、西欧以及台湾等国家与地区的新问题。
The theme of the International Symposium on “Social Development and Youth” is very clear, cutting off the problems of young people in today’s socialist market economy in China. The author believes that in studying this major issue of juvenile delinquency, the issue of the smuggling of juveniles into the territory in recent years, despite being a problem in some areas, can not but draw the attention of the legal profession. Since the late 1980s, some coastal towns and villages in the Fuzhou area of Fujian Province have gradually started to issue new problems in the areas of stealing countries like the United States, Japan, Western Europe and Taiwan.
