自1993年撤销能源工业部后,中国整整20年时间没有形成一个统一的能源管理部门,“九龙治水、政出多门”的分教管理模式一直持续至今。近年来,业界一直呼吁成立国家能源部,以管理和协调目前能源行业堆积起来的各种矛盾和问题。但在历次大部制改革中,一个强势和权力集中的能源管理部门始终没有出现。2008年机构调整中,能源部曾被寄予厚望,但最终亮相的是一个副部级的国家能源局,由于定价权等关键职能未被下放至能源局,使得后者在运行过程中无力统筹全局。
Since the cancellation of the Ministry of Energy Industry in 1993, China has not formed a unified energy management department within a full 20 years. Therefore, “the management mode of water management in Kowloon and politics out of politics” has continued to the present day. In recent years, the industry has been calling for the establishment of a National Energy Department to manage and coordinate the various contradictions and problems that have accumulated in the current energy industry. However, during the previous major part-time reforms, a strong and centralized energy management department never appeared. In 2008, the Ministry of Energy had been placed high hopes on the adjustment of institutions. However, the final appearance was a National Energy Administration at the deputy departmental level. Since the key functions such as pricing power were not delegated to the Bureau of Energy, the latter was unable to co-ordinate the overall situation during operation .
