有线的事情难办,几乎成为近十年来广电业界的一句“口头禅”。归根结底,问题的根源落实在“体制”二字,由体制障碍引发的机制不畅、散乱小差、惰性依赖等问题,在近五年中又被电信和互联网业的迅猛发展倍增放大,在市场中处处被动,与有线所拥有的资源实力严重不相匹配。这就颇似历史上以“狮子民族”自称的僧迦罗人,虽有辉煌,但却无法形成真正的“狮群优势”!事情正在发生改变。从08年底下一代广播网NGB的明确提出,到今年上海“部·局·市”合作发展NGB框架的正式形成,再到日新月异的省网整合进程,在国家文化体制改革的大背景下,有线网络快速发展的时代大门正待打开。作为启动这扇大门的金钥匙,国家广电总局于7月29日正式印发的《关于加快广播电视有线网络发展的若干意见》,成为全国有线行业总结过去一个阶段问题、指导下一阶段发展的纲领性文件!本期,我们特别邀请罗小布老师对该文件进行深入解读,从宏观战略、中观机制到微观操作,把握有线行业的改革脉动、捕捉发展创新的时代机遇!热忱期待您的智慧,来稿请发:bao_ran@ccw.com.cn。
