为了进一步解放思想,加快我省水利经济发展步伐,省水利厅于4月27日至30日在江苏省无锡市召开了全省水利经济工作会议。参加会议的厅机关有关处室、各地(市)水利局和部分县水利局的主要领导,考察了无锡、苏州两市的8个水利综合经营实体,听取了无锡县农机水利局、金球实业总公司、东湖实业总公司的经验介绍,对照检查了自己在思想观念、改革的胆识和政策措施等方面的差距,增强了进一步加快水利综合经营发展步伐、壮大水利经济实力的信心和决心。大家一致认为,无锡、苏州两市水利综合经营的突出特点:一是跳跃式发展。特别是邓小平同志南巡谈话发表以后,他们抓住机遇,大步前进,水利综合经营总收入和利润大幅度增长,一些地方和单位甚至连年翻番。二是跨跃式发展。水利综合经营已经涉足二、三产业领域。三是在企业规模、技术构成和经济效益上都达到了较高的水平,开发出了一批具有高科技、高附加值、市场前景好、连锁效应好的产品,有了一批龙头企业和骨干企
In order to further emancipate the mind and speed up the pace of development of water conservancy economy in our province, the provincial Department of Water Resources held a meeting on water conservancy economy in Wuxi, Jiangsu province from April 27 to April 30. The relevant departments of the conference hall, the main leaders of various local (municipal) Water Conservancy Bureau and some county water conservancy bureaus, inspected eight integrated water conservancy entities in Wuxi and Suzhou and listened to the Wuxi Water Conservancy Bureau, Head Office, East Lake Industrial Corporation’s experience introduction, check their own ideas and concepts, the courage of reform and policy measures and other aspects of the gap, and to further accelerate the pace of integrated water conservancy management and development, strengthen the confidence and determination of water conservancy economic strength. We all agree that the outstanding features of integrated water and wastewater management in Wuxi and Suzhou: First, the leap-forward development. Especially after Comrade Deng Xiaoping’s southern tour talk was published, they seized the opportunity and made big strides. The total income and profits of the comprehensive water management business have increased substantially. Some places and units even doubled year by year. Second, leapfrog development. Integrated water management has been involved in the secondary and tertiary industries. Third, the company has reached a high level in terms of enterprise scale, technical composition and economic benefits, and has developed a number of products with high-tech, high added value, good market prospects and good chain effects. With a number of leading enterprises and Backbone
