突发事件的复杂性决定了应急系统是一个宏大的综合工程,包含了行政决策、实施、救济以及对市场、社团、通信、舆论等社会生活管理与规制的方方面面。而在媒介技术迅速发展的信息社会,从解决突发事件中的信息不对称、不通畅问题角度出发,应急广播制度的构建已经成为决定应急管理成败的关键。但是,任何制度的构建和创新都需以明确、合法的权利与义务边界为基础,这就需要首先在理论层面上找到应急广播过程中的关键主体,主要是政府、媒体与个人,合理界定他们之间的权责边界,建立起三者之间的良性互动机制,最终通过立法确定应急广播制度的主要规则和基本走向,这对于妥善处理突发事件的信息传播问题具有重要意义。

This requires that the key subjects in emergency broadcasting be found on the theoretical level firstly, mainly by the government, the media and individuals, and the rational definition of them The establishment of the mechanism of benign interaction between the three, and ultimately through legislation to determine the main rules and the basic trend of emergency broadcasting system, which is important for the proper handling of information dissemination of emergency issues.
