从1948年开始,中国的革命形势已日渐明朗,人民解放军在战场上不断取得胜利,建立新中国指日可待。为了选拔一批能力突出、政治可靠的年轻干部到苏联留学,接受正规的高等教育,培养中国自己的技术专家。1948年春节后,中共中央决定由东北局负责选拔派遣人员。
Since 1948, the revolutionary situation in China has become increasingly clear. The People’s Liberation Army has continuously won the battlefield and it is just around the corner of establishing a new China. In order to select a group of highly competent and politically competent young cadres to study in the Soviet Union, receive formal higher education and train their own technical experts in China. After the Spring Festival of 1948, the CPC Central Committee decided that the Northeast Bureau should be responsible for the selection and dispatch of personnel.
