2013年4月和2014年1月,习近平总书记两次对智库建设和国务院发展研究中心的工作作出重要批示,指出智库是国家软实力的重要组成部分,要高度重视、积极探索中国特色新型智库的组织形式和管理方式;要求国研中心紧紧围绕推进全面深化改革等重大任务,不断增强综合研判和战略谋划能力,提高决策咨询服务质量和水平。中国智库建设正受到前所未有的关注,迎来了发展黄金时期。9月13日,由国务院发展研究中心指导、中国发展出版社主办的首届“国研智库论坛2014”年会在北京举行,来自中央国家机关、高校、地方民间智库的数十位代表纷纷为如何建设中国特色新型智库建言献策。
