党的十三届三中全会提出了“治理经济环境,整顿经济秩序,全面深化改革”的指导方针。这个方针是在总结十年改革、开放的经验和对目前形势作出科学分析的基础上提出来的,它既肯定了十年改革所取得的重大成就,也切中了当前经济生活中的问题,对进一步稳定经济,把经济体制改革向纵深推进,建立社会主义商品经济新秩序有着深远的重要意义。对逐步克服国家财政困难、增加资金供给、深化财政改革,也将带来十分有利的条件。
The Third Plenary Session of the 13th CPC Central Committee put forward the guiding principle of “governing the economic environment, rectifying the economic order and deepening the reform in an all-round manner.” This principle is put forward on the basis of summing up the ten years of reform and opening up experience and making a scientific analysis of the current situation. It not only affirms the great achievements made in the ten-year reform but also cuts the problems in the current economic life. Further stabilizing the economy and pushing forward the reform of the economic system in depth and establishing a new socialist commodity economy has far-reaching significance. It will also bring very favorable conditions to gradually overcome the financial difficulties of our country, increase funding and deepen fiscal reform.
