1 灌区工程管理中存在的问题1.1 灌区工程质量差,工程管理困难黑岗口、柳园口、三义寨灌区始建五、六十年代,因当时条件所限,大多为砖木结构,工程设计标准低,赵口灌区虽兴建于70年代,当时是以放淤标准进行设计、施工的。由放淤向灌溉转型的技术改造一直未能实施,大部分工程不能满足农田灌溉的需要。灌区工程运行40多年来,大部分工程带病运行,超期服役。据调查,全市引黄灌区共有支渠以上建筑物2339座,其
