After the special opening of the Middle East Railroad to trade, Harbin quickly emerged as an international metropolis and became the financial center of Northern Manchuria. Foreign investors and Chinese businessmen have all invested in the insurance industry in Harbin, making Harbin one of the more developed cities in modern China. Prior to the September 18 Incident, Harbin’s insurance industry was dominated by property insurance, with fire insurance accounting for a significant share of the total. In contrast, life insurance is struggling. In order to avoid vicious competition in the same industry, Harbin’s insurance institutions set up trade guilds. At the same time, insurance agencies belonging to different groups set up different insurance associations for their respective interests, making Harbin’s insurance associations diversified. The insurance industry in Harbin, like other big cities in modern China, has a strong colonial character.
