公路运输作为欧洲经济的命脉为其发展做出了巨大贡献,它满足了企业和个人的绝大多数运输需求。交通运输政策是影响交通工具使用的管理框架,欧洲交通运输政策的发展得益于20世纪90年代出现的欧洲一体化和可持续发展的三大支柱:经济增长、社会福利和环境保护。在制定新的交通运输政策时,汽车制造商反复提到经济增长和社会发展的重要性。欧洲的经济就如同血管中的血液一般在公路上流动,然而过去政策的制定者们一直忽略了这一命脉的健康状况。交通阻塞、通行限制和公路运输基础设施建设不足限制了欧洲的竞争力,同时也阻碍了环境保护和公共安全的发展。
As the lifeblood of the European economy, road transport has made a significant contribution to its development by meeting the vast majority of transport needs of businesses and individuals. Transport policy is a regulatory framework that affects the use of transport. The development of transport policy in Europe benefits from the three pillars of European integration and sustainable development that emerged in the 1990s: economic growth, social welfare and environmental protection. Car makers repeatedly mentioned the importance of economic growth and social development when formulating new transport policies. Europe’s economy flows like a bloodstream on the highway, but policymakers in the past have been ignoring the health of this lifeline. Traffic congestion, traffic restrictions and inadequate road transport infrastructure have constrained European competitiveness and have also hampered environmental protection and public safety.
