语出《国语·周语》。春秋时代,周景王用了许多人力物力铸造了两个巨大的铜钟,钟声和谐悦耳。于是他很得意地告诉老艺人州鸠。州鸠听了周景王的话,诚恳地劝谏他只有让老百姓得到好处感到快乐才算是和谐。又引用俗谚:“众心成城,众口铄金。”可惜周景王对这番劝谏完全听不进去。但无数的历史事实证明州鸠的话是对的。古往今来,很多比较进步的或比较明智的执政者,都很注意人心的向背。因此,州鸠引用的“众心成城,众口铄金”。就流传下来。
