监察机关是人民政府行使监察职能的专门机关,在保证政令畅通,维护行政纪律,促进廉政勤政建设,改善行政管理,提高行政效能等方面,发挥着十分重要的作用。纪检监察机关1993年合署办公以来,全面履行纪检监察两项职能,党政监督的整体效能进一步增强,党风廉政建设和反腐败工作的力度不断加大。党中央、国务院领导同志对行政监察工作十分重视。最近,中共中央政治局常委、中央纪委书记吴官正在有关材料上作出重要批示:“福建、江苏及青岛市纪委、监察厅(局)关于行政监察工作的几份材料很好,他们的经验很有借鉴意义。纪检监察机关在合署办公的体制下,要全面履行纪检监察两项职能,尤其要注意发挥行政监察的职能作用。反腐败的实践表明,加强行政监察有利于强化对政府机关及其公务员的施政过程和行政行为的监督,做到防范在先。我们要坚持改革创新,贴近经济建设第一线,深入到政府机关行政管理的活动中去,认真开展行政监察,通过效能监察和廉政监察,促进领导干部依法行政、勤政廉洁。”为给各级纪检监察机关学习贯彻吴官正同志的批示精神,进一步抓好行政监察工作提供借鉴,本刊记者特对福建省、山东省青岛市和江苏省连云港市加强行政监察工作的有关情况进行了调研并撰写成文,现刊发如下。
