早在1995年,上海市就在教育、科学、卫生等部门试行政府采购,开始了政府采购制度建设的探索。1998年12月,市政府颁布了《上海市政府采购管理办法》,政府采购开始纳入制度化建设轨道。自2003年正式实施《政府采购法》以来,上海市政府采购范围和规模不断扩大,政府采购体制和机制不断完善,政府采购政策目标得以有效实施。(一)应采尽采,政府采购规模逐年增长。2011年,上海市政府采购金额达400.6亿元,较2002年的69.3亿元增长了5.8倍,政府采购范围涉及货物、工程和服务。采购规模逐年
