为了实践“三个代表”的重要思想,落实《中华人民共和国科学技术普及法》,传播科学文明、促进西部开发,迎接党的十六大召开,中央文明办、铁道部、中国科协组织了科普列车西部行活动。中国科协常委、中国铁道学会理事长,原铁道部副部长国林担任科普列车西部行的专家志愿服务团团长。中国科协副主席、书记处书记、党组副书记徐善衍、铁道部政治部副主任任喜贵等领导同志分别参加了志愿团成立、欢送仪式和载誉归来的庆祝活动,铁道部总调度长常国治宣布科普列车正点发车。中国铁道学会秘书处参与了整个活动的组织工作并成立了铁道分团,对沿线铁路职工和旅客进行了科普宣传。
