近30年来,我国居民生活水平显著提高,学生营养状况不断改善,但膳食结构不合理、营养不平衡、饮食不科学的问题仍然十分突出,尤其在农村贫困地区,严重影响了农村儿童的营养健康与全面发展。为进一步改善贫困地区学生营养状况,2011年年底,国务院颁布了《国务院办公厅关于实施农村义务教育学生营养改善计划的意见》(国办发[2011]54号)文件(以下简称“学生营养改善计划”),在集中连片特殊困难地区开展“学生营养改善计划”试点工作。中央财政按照每生每天3元的标准,共计160亿元,为试点地区农村义务教育阶段学生提供营养膳食补助,受惠学生达2600万。作者收集了全国学生营养办和中国疾病预防控制中心营养食品所实施“学生营养改善计划”的相关数据.对“学生
