随着国家实施成品油价税费改革,交通建设发展投融资模式和资金管理方式发生根本变化,为适应新形势下交通事业发展需求,青岛市交通运输委整合交通现有资产和资源,组建交通开发投资中心,在全省率先搭建起以优质资源为支撑、资产运营为纽带、多元化发展的具有青岛特色的交通投融资新平台,实现了青岛交通投融资体制改革的历史性突破。
With the implementation of the reform of taxes and fees on refined oil products by the state, fundamental changes have taken place in the mode of investment and financing of transportation construction and in the mode of fund management. In order to meet the needs of transportation development in the new situation, the Transportation Commission of Qingdao integrates the existing assets and resources of transportation and sets up the transportation development Investment center, take the lead in the province to build a new platform for investment and financing of transportation featuring Qingdao with diversified resources supported by high-quality resources and asset operation as a link, and achieved a historic breakthrough in the reform of investment and financing system for transportation in Qingdao.
