就业和再就业工作关系着亿万人民群众的切身利益,关系着改革发展稳定的大局,关系着实现全面建设小康社会的宏伟目标。党中央、国务院历来高度重视就业再就业工作,各级财政部门也一贯注重发挥财政职能促进就业再就业。特别是2008年下半年以来,为应对国际金融危机对就业的冲击,各级政府和财政部门出台了一系列促进就业再就业的有力措施,有效扭转了就业率下滑态势。本期特别关注介绍了各地财政部门在促进就业再就业方面的经验做法,以期对财政部门下一步促进就业再就业工作有所裨益。
Employment and reemployment work have a bearing on the vital interests of hundreds of millions of people and the general situation of reform, development and stability, and they are also related to the grand goal of building an overall well-to-do society. The Central Party Committee and the State Council have always attached great importance to the employment and reemployment work. The financial departments at all levels have also consistently placed emphasis on giving full play to their financial functions to promote employment and reemployment. Especially since the second half of 2008, in order to cope with the impact of the global financial crisis on employment, various levels of government and finance departments have issued a series of effective measures to promote employment and reemployment, effectively reversing the downward trend in the employment rate. In this issue, special attention was paid to introducing the experience of local finance departments in promoting employment and reemployment, with a view to helping the financial sector to promote employment and reemployment in the next step.
