The Ministry of Education recently issued the “Plan of Action for Innovative Development of Higher Vocational Education (2015-2018)” (hereinafter referred to as “Plan of Action”). The Action Plan clearly states that by 2018, there will be 14.2 million students enrolled in vocational-level vocational education, reaching a certain size for undergraduate-level vocational education students.
